We put it upon ourselves to make a list of the flashlights in the market that were “Flashlights Made In The USA”. I put that in quotes because we do not believe that any LEDs are made in the USA so right off of the bat there is a problem with 100% compliance to the standard of made in the USA.
We will compile a list that is at the least companies that are in the USA and we will categorize them from top to bottom based on how much of the flashlight is made in the USA.
The range will go from all of the parts aside from the necessary electronics (that are only made out of the country) are American made flashlights all of the way down to that everything about the flashlight is made outside of the country but the company is still a US based company.
Mostly USA Made And Assembled

They also specifically point out that if you contact them by phone or email that you will get a reply from a English-speaking U.S. citizen.
Elzetta Bones
The Elzetta Bones is a easy no nonsense flashlight with simple on and off functionality. This light puts out 650 Lumens which seems low compared to other lights on the market but Elzetta is all about being straight forward and honest. They also focus on durability and working no matter what.

We have read that HDS systems is almost completely designed and made in the USA but they choose the rigidly stick to the idea that “made in the USA” means that no “major” parts of the system are from outside of the country and they consider the LED a major part of the system. So instead of saying “made in the USA” they say “Built in the USA”.
MagLite
MagLite is based out of Ontario, California. Mag Instruments is very focused on having as much of their entire company and parts being from the USA. They state that their entire manufacturing workforce works in Southern California. The style of light that started it all for MagLite is the big D Cell flashlight that was as much a weapon as it was a light. They started off with Maglite conversions and you can check out are article about that here. And then they moved on to SureFire 6P conversions. That is what this Malkoff M61 is. Check AmazonConclusion
So there is our list. It is a little disheartening that so much of the production of goods is outside of the country. But, the United States labor force is expensive. On the other side of the coin it is great to see that so many companies are US companies, high value jobs of sales, design, and other creative parts of companies are still here. The lower end jobs are out of the country. This should actually inspire people to make themselves more valuable in their skill sets instead of making them upset that the work went out of the country. Bottom line is that to produce the exact same product in the USA would cost at least twice as much in labor due to lots of things. So not many flashlights are made in the USA, especially when you consider LED production.
